Historical passenger-flow backfill

New issue

Recover pre-2026-09-03 HikCentral hourly passenger flow into reviewed, source-attributed history for statistics, never for calibration. Umbrella: #160. Spec: docs/architecture/rfc-historical-flow-backfill.md. Includes the prerequisites #108, #113, #114 and #161 that monthly curation (#163) builds on, and the admin tab cleanup (#173) that makes room for the import menu. Also required: #186 (business-day audit actions and FREEZE on existing databases, which imports write through) and #246 (backfilled days have no frozen record, so holiday readers must agree without one).
