P3 follow-up from PR #237 review pass 2 (both axes).

Finding

docs/agents/triage-labels.md:30-32: "(for example, an enhancement PR)" reads like an example of a PR, not of inheritance. Suggested wording: "so a PR closing an enhancement issue counts as an enhancement PR (see OUT-OF-SCOPE.md)".
Optional: the "Edit the right-hand column..." boilerplate (:15) still sits between the role-table guidance and the PR paragraph. It would read better at the end of the intro or the end of the file.

Acceptance Criteria

Reword the sentence. Move the boilerplate if that reads better.
