The runner uses docker:host executor, so apt-get commands fail.

Changes:

  • Added container: maven:3-eclipse-temurin-21 for a proper Java/Maven environment
  • Added actions/checkout@v4 step (was missing)
  • Removed manual Java/Maven install since the container has it

Fixes the stuck CI runner issue.

The runner uses docker:host (host executor), which runs commands
in the Alpine-based runner container where apt-get is not available.

Switching to container: maven:3-eclipse-temurin-21 provides:
- Java 21 + Maven pre-installed
- No manual apt-get install needed
- Added actions/checkout@v4 step (was missing)
