There are three content-data files with overlapping concerns (see CONTEXT.md):

src/data/brochures.ts (Brochure — cards)
src/data/emergencyTopics.ts (EmergencyTopic)
src/data/schoolEmergencyTopics.ts (EmergencyTopic, same ids, school-adapted)

emergencyTopics and schoolEmergencyTopics share the same topic ids (sismos, tsunamis, inundaciones, incendios, deslizamientos, prevencion-sustancias-quimicas) with near-duplicate content, which is a maintenance hazard.

Also decide: the fate of the /general route (pages/general.astro) — currently hidden from the menu.

This is a design decision that touches the webpage, so it is deferred (the site should not change until reviewed).

Acceptance (triage first): a decision on whether to unify the two EmergencyTopic sources behind one dataset with a variant flag, and whether to keep or remove /general.
